Especially this settlement is used by the companies that are providing the internet and other internet related facilities in European countries. Different regions have their own type of rules or settlement agreements designed according to their user needs and the environments.  Most of the time user does not pay attention to the very technical issues in these settlements and just agrees to them which may result on some problem in future. So these settlement protocols must be understood very well by giving attention to every part of the agreement to avoid any problems.
